Harbin Urban Master Plan (2010-2020) (draft standard for approval)

Planning Scope:
City Region: it refers to the administrative area of Harbin, with the total area of 53,000 square kilometers.
Planning Area: it refers to city proper of Harbin, with the total area of 7,086 square kilometers.
City Area: it refers to the administrative districts of Daoli, Nangang, Xiangfang, Pingfang, Songbei and Hulan, and counties of Shuangjing, Changling, Shenjia, Mengjia and Acheng( including Xinli street and Sheli street ), Feiketu, Liaodian and Hongxing, with the total area of 4,187 square kilometers. 
Main City Area: it refers to the districts of Daoli, Nangang, Xiangfang, Pingfang and Songbei and planned Hulan, with the total area of 458 square kilometers.

City Characteristics:
Harbin is the capital of Heilongjiang province, the central city of northeast China, one of China¡¯s important equipment manufacturing base, famous historical and cultural city and international ice and snow cultural city.

City Scale:
1.Population Scale
By 2020, the permanent resident population of city region will be in the control of 10.5 million with the urbanization level of 65%; the permanent resident population of city area will be in the control of 6 million, with no farming population of 5 million and the urbanization level of 83.3%; the real living population of main city area will be in the control of 4.6 million, with the permanent resident population of 3.87 million and temporary population of 73,000.
2.Land Use Scale
By 2020, the land use of city area will reach 4,187 square kilometers with constructed area of 458 square kilometers in main city area and per capita area of 99.6 square meters.

City Spatial Structure:
It will be a spatial network system, containing a center, a main cross pattern axis of traffic artery, three circles to expand gradually respectively and three economic sub-regions to be complemented each other

City Functional Structure:
By taking the area of Harbin as the center of the region and some medium cities, like Shangzhi, Shuangcheng and Wuchang as the pivot points, create a modern city functional structure, which is clear in industrial division, reasonable in functional structure and distinguished in functional features.

Spatial Development Strategy:
The spatial development strategies can be summarized as ¡®to develop the city towards the north, to expand the southern city and to rejuvenate the central city¡¯.

Spatial Formation and Structure:
To form a sustainable spatial structure in main city area, including one river, two cities and nine groups. By taking Songhua river as the axis, to connect the ecological environment, cultural landscape and natural landscape along the two banks, forming two large city areas and creating Center, Qunli, Haxi, Hadong, Pingfang, Qianjin, Songpu, Limin and Hulan city groups. To build up an ecological city with clear functional areas, reasonable layout, separated green space, good living environment, complete infrastructure, convenient transportation network and distinguished landscape features.
1. To create an ecological framework based on the structure of one river, two rivers, three ditches and four lakes
2. To build up a city public center with one center and six sub-centers
3. To construct five industrial bases

Live Land Use Scale and Layout:
By 2020, the area of living land use will reach 129 million square meters, with the per capita living area of 28 square meters and per capita planned construcal area of 35 square meters, forming 21 residential areas, with the key construction in Qunli and Songbei.

Planning Goals of Public Infrastructure Land Use:
According to the goals of building up a central city on the aspects of international economy, business, information, finance, transportation, science and technology and culture, speed up the construction of the so called scientific and technological city, cultural city and business and trade city. During the process of upgrading the traditional business center of old city area, to create new development space for a comprehensive city center system, with the focus on the construction of new administrative, commercial, cultural, scientific and technological city centers, gradually forming a multi-functional development structure.

Layout of Industrial Land Use
1. To withdraw second industry and attract tertiary industry and construct green space
2. In main city area, to plan 8 industrial areas----three powerplant equipment production industrial area, western area of Daoli district( containing high-tech zone ), Hanan new area, science and technology park north of Songhua river, Songpu industrial area, Limin development area and Tiedong industrial area of Hulan district
3. To plan five industrial base: equipment manufacturing base, high-tech industrial base, green food processing base, pharmaceutical industrial base and the base for scientific and technological cooperation and export processing to Russia

Layout of Land for Warehouses:
By combining with the existing warehouses, to renovate or consturct five large concentrated areas of modern logistics. To construct two large logistics parks----Longyun and Xinxiangfang and five medium logistics parks, including Hadong ceramics and building material market, Hanan industrial town, Songbei green food, Songpu and Limin

The Planning Goals of Green Space System:
By 2020, to form a green space network system of ¡®rings, radials and grids, with the integration of points, lines and planes. In main city area, the ratio of green space will reach over 38%, with the total green area of 46.92 millon square meters and newly added green area of 25.98 million square meters and per capita green area of 10.2 square meters

City Road System Plan:
On the basis of further enriching the road structure of ¡®Two Axes, Four Rings and Ten Radials¡¯, to step up the construction of road infrastructure and the tunnel across Songhua river, with ring and radial road structure in  the area south of Songhua river and grid square structure in the area north of Songhua river, forming a mixed road structure.

Integrated Disaster Prevention Plan:
To plan 64 public centers and permanent emergency shelters, including diasaster prevention park, square, universities and colleges and gymnasiums.

The Keys of Protection of Historical and Cultural City:
To protect historical relics and maintain and develop city characteristics originated in early 20th century, with the focus on city context, city structure, historical buildings and inherit and develop traditional culture
